Maybe it’s Vigenere? Keyword is the word on the front, numbers relate to line word number? That’s why decoding certain bits may look like nonsense? Maybe you have to decrypt it twice.

What we have to do with it - I haven’t figured out yet because I just started reading back. But just an idea that someone can perhaps work on
